Jovana Vlaškalin

Jovana is a project management and strategic planning professional who has spent over a decade turning EU and international funding into delivered results across public administration, digitalisation, and agriculture. She holds a Master of Arts in International Relations and Diplomacy, with a concentration in European Studies, from Schiller International University (London, UK), and a Bachelor’s degree in the same field from the university’s Florida, USA campus.

She began her career inside Serbian public administration, shaping national decentralisation strategy and steering projects backed by international donor assistance, including the EU, OSCE, and UNDP, before driving local self-government reform as Project Officer at the Council of Europe Office in Serbia. As Manager of the Center for Innovation and Business Development at the BioSense Institute, she led monitoring and evaluation across flagship Horizon 2020 digital agriculture projects, positioning the institute within the European research and innovation landscape. At UNDP Belgrade, she managed high-profile national programmes, including IT sector reform and a digital skills development initiative. She now delivers digital agriculture projects at the BioSense Institute, connecting Serbian innovation to European priorities.
